BOBBY: Baghdad (AFP) - Iraq's top Shiite cleric, Grand Ayatollah Ali al-Sistani, warned on Thursday that the country faces dire consequences including possible "partition" if real reform is not carried out. Sistani, who is revered by millions and has unmatched prestige in Iraq, has made several calls for reforms this month that have played a major role in a wide-ranging anti-corruption drive by Prime Minister Haider al-Abadi.
"Today, if true reform is not realised by fighting corruption without mercy and realising social justice on different levels, it is expected that circumstances will become worse than before," Sistani said in a written response from his office to questions from AFP.
Iraq could be "dragged to... partition and the like, God forbid," he said. It was Sistani's most direct warning yet on the possible consequences if reforms he has advocated are not carried out. Sistani said that corruption had already cost Iraq dearly in the conflict with the Islamic State jihadist group, which overran around a third of the country last year. Without rampant corruption, especially in the security forces, and misuse of power by top officials, "the Daesh terrorist organisation would not have been able to control a large part of the territory of Iraq," he said, using an Arabic acronym for the jihadist group. – Number of guards slashed - An undated picture shows Iraq's top Shiite cleric, Grand Ayatollah Ali al-Sistani, who warned th … Many Iraqi politicians, Sistani said, "did not take the overall interest of the Iraqi people into consideration, and were instead concerned with their personal interests, and factional, sectarian and ethnic" concerns. Abadi rolled out a reform programme this month in response to popular pressure from weeks of protests against rampant corruption and abysmal services, and a call from Sistani for drastic change. Parliament approved Abadi's plan along with additional measures, but a major gap remains between announcements and implementation. Abadi moved ahead with his reform drive on Th
BOBBY: Abadi announced his reform plan two days later. The following Friday, Sistani said judicial reforms were needed, and Abadi responded by calling on the judiciary to carry out measures to ensure its independence and allow it to fight corruption.
Calls for change by Sistani have shielded as well as influenced Abadi's efforts, as it is politically risky for rival Shiite politicians to publicly oppose measures called for by the cleric.
But even with popular support and Sistani's backing, the entrenched nature of corruption and the fact parties across the political spectrum benefit from it make changes extremely difficult.

BOBBY: Namir Noor-Eldeen/Reuters) Victims walk away from a car bomb attack in Baghdad. US-led coalition forces launched a second successful airstrike against a crucial Islamic State explosives facility Wednesday, continuing a trend of going after the group's most devastating weapon.
The strikes destroyed a facility near Ar Rutbah, Iraq, which was being used to produce vehicle-borne improvised explosive devices (VBIEDs). These car bombs are one of the main weapons used by the Islamic State extremist group — also known as ISIS, ISIL, or Daesh -- to devastating effect across both Iraq and Syria. “Every VBIED taken off the battlefield is one less insidious weapon that can be used by Daesh against the ISF and innocent Iraqis,” US Brig. Gen. Kevin Killea said in a statement. “The location of this facility was strategic for Daesh in funneling VBIEDs into Anbar Province.”
Anbar Province in western Iraq, which borders Syria, is currently the scene of intense fighting between the Islamic State and forces aligned with the Iraqi government.
Iraq has pledged to retake the entirety of the province from militant control following the fall of the provincial capital of Ramadi in May. The fall of Ramadi was largely facilitated by the Islamic State's use of VBIEDs.
These bombs are often advanced enough to produce even macabre amazement in their potential victims. One Baghdad police officer told Der Spiegel that these car bombs "were so sophisticated that they destroyed everything; there was nothing left of the car, and nothing to investigate how the explosive charge was assembled."
